Overview
Taylor M. Baublitz provides general legal services to individuals and businesses in the areas of education, litigation, municipal law, employment, and estate planning and administration.
A York County native, Taylor joined CGA Law Firm in May of 2022, bringing several years of experience in general education law. Taylor is skilled in advising on special education and gifted matters. Additionally, she has gained expertise in advising on discipline, labor and employment, and civil rights matters. Taylor has experience with providing legal support to school districts whether it be responding to Right to Know Law requests, statutory interpretation, special education standards, student free speech, constitutional issues, and employment matters.
She has represented school districts before various administrative bodies including the Office for Dispute Resolution, Office of Civil Rights, Pennsylvania Human Relations Commission (PHRC), and Equal Employment Opportunity Commission. Over the last few years, Taylor has developed a comprehensive expertise in areas relating to Title IX. Specifically, Taylor has created training materials for Title IX coordinators, investigators, and decision-maker and have trained hundreds of school personnel on the Title IX process. She has also served as a Title IX investigator and decision-maker in various student and personnel matters. Taylor has also had the opportunity to present and discuss dozens of times in relation to topics such as the Americans with Disabilities Act as it relates to service animals.
In 2019, Taylor completed her Juris Doctorate from Duquesne University School of Law. During Taylor’s time at Duquesne, she served on the Appellate Moot Court Executive Board and was a member of various societies, including the Education Law Society. Taylor also worked as a certified legal intern for the Pennsylvania Innocence Project and Allegheny County Veteran’s Court, completing almost 400 hours of Pro Bono/Public Service. She was recognized for her achievements in the study of Legal Research and Writing as well as courtroom advocacy. Taylor graduated cum laude with her B.A. in Art History from Lebanon Valley College in 2016. She is a graduate of Eastern York High School.
Currently, Taylor serves on the United Way Human Resources Committee and the Board of Directors for The Parliament Arts Organization. In her spare time, she enjoys gardening and painting. Taylor lives in York with her husband, baby, and two cats.
