Margaret “Mieke” Driscoll

Overview

Mieke Driscoll focuses her legal practice in the areas of business and corporate law, real estate, municipal law, and non-profit law. She is a shareholder with CGA Law Firm℠ and serves as co-chair of the education law and business law groups. A graduate of the Dickinson School of Law, Mieke brings a great deal of experience with her, both in law and in life. She was raised in York and is a graduate of York Catholic High School. Mieke has always actively supported various community efforts and programs. Her strong ethic of service to others extends beyond her community to her clients, as well.

Prior to law school, Mieke dedicated a year of her life to full-time volunteer service with Holy Cross Associates, a post-graduate program that offers participants the opportunity to integrate their faith through service, simple living, spiritual discovery and community action. In Oregon, she lived and worked in a shelter serving homeless and indigent people, helping them to focus on bettering themselves and valuing their lives. Mieke has brought that ethic of service into her professional life. She has a keen awareness of external perceptions and uses her legal knowledge, coupled with her commitment to meeting client needs, to guide her in building strong relationships based on trust and integrity.

Mieke assists her non-profit clients through the process of forming an entity, structuring a board of directors, drafting bylaws and obtaining tax-exempt status. She also provides counsel to these organizations to ensure they meet and maintain state requirements and complex IRS regulations as a tax-exempt organization, including annual reporting and corporate and tax filings.  

When representing her municipal and education clients, Mieke’s objective is clear – to help them achieve their missions as public servants. She represents her clients assertively but also remembers that they have a mission to perform. Mieke routinely drafts ordinances, resolutions, and contracts. She also advises council members, elected and appointed officials, and employees in matters including open meeting laws, planning, zoning and other land use issues, personnel, Right-to-Know Law and other matters.

Mieke handles the following types of matters on behalf of her business, municipal, non-profit and real estate clients:

  • Residential and commercial real estate settlements and dispute resolution
  • Representation before zoning hearing boards and other local governmental agencies for land use matters
  • Municipal solicitor
  • Entity formation, specializing in non-profit formation and tax-exempt status
  • Contracts, leases and asset purchases
  • Counsel non-profit organization in mergers, including the drafting of memorandums of understanding, due diligence, petitioning the court for approval and filing merger documentation with the Department of State

She is skilled in serving as a solicitor and/or assisting her education clients with:

  • Adjudication of tax assessment appeals
  • Land development and construction management
  • Land acquisition and negotiation
  • Eminent domain
  • Special counsel for student discipline maters
  • Contract negotiations
  • Compliance with Right-to-Know and Sunshine Act

Mieke lives in York with her husband and their three children. She supports and participates in numerous civic and social organizations. Currently, Mieke serves as the chair of the WITF Board of Directors and as a member of the Board of Directors for the York County Food Bank. She is also a former president of the YWCA Board of Directors and served as the secretary for the Crispus Attucks Association’s Board of Directors. In 2008, she was recognized by the YWCA of York as a Young Woman Who Makes A Difference. Mieke is dedicated to giving back to her community and is passionate about improving the lives of others.
