Overview
Robert Gavin is an experienced attorney representing individuals, organizations, and municipalities throughout Pennsylvania. His practice focuses on civil litigation, municipal law, election law, and education law, where he provides thoughtful, practical counsel to clients navigating complex legal matters.
Before attending law school, Bob worked as a high school educator, teaching in public schools and working closely with students, administrators, and families. His experience in the classroom provides valuable perspective when advising parents on the educational rights and standards owed to their children.
Following his time in education, Bob began his legal career in Philadelphia, where he gained extensive experience litigating thousands of matters across a variety of forums and developed his practical and strategic approach to resolving disputes. His practice has taken him before trial courts, arbitration panels, and administrative tribunals across Pennsylvania, giving him a broad understanding of the litigation process at every stage.
Prior to joining CGA Law Firm, Bob served as an Assistant Solicitor for York County. In that role, he advised county officials on election law and policy matters, represented numerous county departments and employees in civil litigation, and assisted with drafting and developing policies, ordinances, and resolutions. He also negotiated and reviewed contracts on behalf of the County and provided critical legal guidance across a broad range of governmental operations.
Bob understands that legal issues often arise during some of the most challenging moments in a person’s life, when clear guidance and trusted counsel matter most. He takes the time to listen carefully and understand each client’s circumstances and goals before offering practical and reasoned advice. By focusing on thoughtful solutions and straightforward communication, Bob helps clients move forward with his honesty, clarity, and confidence.
Outside of work, Bob tends bar at the Appell Center for the Performing Arts in downtown York which keeps him engaged and grounded by the wide range of perspectives and interactions. He also enjoys exploring the trails in and around York County and working on his home and garden. As board member of the York Youth Symphony, he contributes to enriching the York County community and helping young musicians develop their talents and confidence.
